Up to 2.5 t, 2.5–3.5, 3.5–7.5 or above — different thresholds, different answers.

Type of haulage
For hire and reward, your own goods for your own business, or a private trip.

Type of vehicle
An ordinary truck or van, a specialised recovery vehicle, an emergency service, a bus.

Geography
Inside your own country only — or international carriage and cabotage.

Country of establishment
It affects the note about national exemptions, which are worth checking separately.
